It seems that the way I to have modelled  this character has caused the brow blend shape to be suitable for the up and down of the brow, leaving the brow half way gives the relaxed position. Then we have Fff-Vvv, Mmm-Bbb, Aaa, Ooo, Uuu, and Eee
